Is it possible to give a wand a 20% HCT mod? If so whats the name of the mod im looking for?

Only possible via inscription...
''Aptitude not Attitude" - Halves casting time of spells of item's attribute (Chance: 10...20%)
"Don't Think Twice" - Halves casting time of spell (Chance: 5...10%)
